То есть сдавать госы не обязательно? В ВИКИ написано, что выпускник с оппимääрä всё равно получает тодистус и право поступать в АМК или универ.

Действительно, экзамены можно не сдавать. Весь смысл учёбы в лукио пропадает имхо. Тут написано, что:
"Lukion lopussa suoritetaan tavallisesti ylioppilastutkinto, joka antaa hakukelpoisuuden yliopistoon. Ammattikorkeakouluun ja ammatillisten perustutkintojen ylioppilaskiintiöihin voi hakea lukion päättötodistuksella."
