Пришел ответ из UVI по поводу необходимости пребывания в Фи более 183 дней году:
Mainly we suppose that the employer is in Finland while his oleskelulupa is valid, but if business needs to travel ,you can do it.
But when you apply oleskelulupa next time, you have to show that all your travels were necessary because of your work.
