к делу подключился UNISEF

скажите- а вот если та же ББС снимет док.фильм про какой-нить такой приют в России- пустят ли их туда сниматьт разрешат ли такую вот массовую помощь "запада" богатой стране? возможно ли таким путем повлиять на Российское правительство?

The recent documentary ‘Bulgaria’s Abandoned Children’ showed the appalling living conditions of children living in an institution for children with disabilities.

Neglect and lack of appropriate care for these children shown by the documentary prompted urgent action by UNICEF, the Government and various NGO’s.

Currently there are over 8,000 children living in institutions throughout the country. The lack of appropriate care for children living in institutions is harming their physical and psychological development.

Only 2 per cent of children placed in institutions are orphans, the remaining are being placed in institutions primarily due to poverty. Some children would have spent all their childhood living in an institution. Another factor that contributes to the placement of children in institutions is the lack of community-based social services.
UNICEF’s response to the children in Mogilino

A plan of action has been developed by the Government of Bulgaria to be implemented in partnership with UNICEF and partner NGO’s.

UNICEF’s areas of support to the plan include:

* the provision of emergency assistance to improve the quality of immediate care for the children currently living in the institution;
* assessing the needs of each child by bringing in specialists to meet the children’s physical and psychological needs;
* assessing the services available in the region and finding appropriate care alternatives for children, including foster care.

Update - February 2008

A new director has been appointed to oversee the day-to-day care at the institution. Three care workers have been employed to support staff and organise daily group and individual activities for the children. These key workers organise sports and educational activities and monitor children’s hygiene.

Children now have access to hospital treatment, psychiatric assessments, dental care and eye and hearing tests. All children have gained weight as a result of improved nutrition, which has included a daily fortified milk formula with essential nutrients.

Health specialists and physiotherapists continue to monitor the needs of the children.

The staff have received training on children’s needs, attachment issues and good childcare practices.

Children’s individual assessments will continue and UNICEF is looking to identify new accommodation for the children once the institution closes down.
Update - January 2008

For over two months, teams of specialists (primarily health specialists, physiotherapists and social services) have been working in the institution to provide better care and stimulation for the children and young people. Each child has had a health assessment which resulted in four children and one young person being hospitalised.

In this short time the nutritional status of the children has substantially improved. The children are receiving food supplements and all are responding well to the new diet, showing higher vitality and gaining weight.

Discussions have taken place with Government agencies to develop small family homes for the children and young people after the institution closes.
We are currently appealing for donor’s financial support to help us deliver our plan for the children of Mogilino.
