Вот, что мне ответила алминистрация Хельсинского университета, на вопрос о введении платы за магист. программу:
"Thank you for the enquiry,
Presently, students (domestic and international - EU and non-EU) are
not charged tuition fees. This may change in the future, but at the
moment it is too early to be sure.
However, all undergraduate and graduate students are required to pay
the annual Student Union membership fee (c. 100 euro in 2009-2010,
including the Student Card payment).
The membership fee includes a health care contribution that entitles
the students to inexpensive health care services: please note that
this is NOT a health insurance policy. In addition, student meals,
low-cost travel options, and some other discounts are available to
students upon presentation of a Student Union membership card, Lyyra.
