An average of 700 persons come to Finland under the various scholarship programmes every year."

Но есть оговорка: "Scholarships for Undergraduate Studies
CIMO scholarships are mainly targeted for postgraduate students who have completed their Master-level studies. CIMO's undergraduate scholarships promote advanced studies of the Finnish language."

То есть, в последнем предложении они упоминают о undergraduate грантах (сколаршипс) для тех кто собирается изучать Финский язык на продвинутом уровне.
