не знаю в какой раздел написать, поэтому строго не судите, если офтоп или эта информация уже разбиралась на форуме - беглый поиск ничего не показал.

В статье приведены ряд цифр за 2011 год: 81 500, 17 409 , 10 535 и 3 867. Первая и последняя цифра вопросов не вызывают, а вот 2 и 3 однозначно не могу интерпретировать. Прошу помочь разобраться в правильном значении приведенных цифр.

Around 81 500 children and young people had been the subject of community-based child welfare interventions in 2011, an increase of just over 3 per cent on the previous year.
