Тут такая тонкость, что для муниципального здравоохранения достаточно прописки (kotikunta) из магистрата, кела-карта не нужна. Кела - это дополнительно. Пропишитесь в магистрате и станете платить за муниципальное здравоохранение как местные. Кела покрывает часть расходов на частников, лекарства, ну и всякие дополнительные бенефиты.
