Я не знаю, с кем Вы говорили в Центре поддержки, но у работников есть четкие инструкции, как реагировать на то или иное сообщение неактивации кода и последующего звонка клиента по поводу активации. Скорее всего, Вам попался неопытный/неопытная работник/-ца , которую не инструктировали, что при фразах "я(мне) поменял(и) материнскую плату (по гарантии)" код активации для ОЕМ-версии НЕ выдавать.

According License agreement, if the motherboard is replaced because it is defective, you do not need to acquire a new operating system license for the PC.
In that case, for the activation of Your Microsoft product, please let us know the Installation ID, which is automatically created in the Activation Wizard.
The Installation ID is created on the basis of the product key and the PC configuration.
- Start the Activation Wizard of Your product.
- Choose the activation option "by phone".
- Find the Installation ID in step 3 of the Activation Wizard. Please, let us know the Installation ID by phone:

"According License agreement". Так что упомянутые Вами инструкции совершенно ни при чем. И на основании лицензии они обязаны мне выдать новый код активации либо доказать, что замененная мной плата не стала "defective". Так шта... Вообще непонятно что Вы пытаетесь сказать. У меня сложилось впечатление что просто придираетесь. Но впечатление мое субъективное.
